Westfield London Phase 2
The task was to secure consent for a significant expansion of the Westfield Shopping Centre, including a major uplift in the residential component, within the White City Opportunity Area Planning Framework (WCOAPF). The key challenge was to deliver growth within constrained transport networks.
Vectos began work on Westfield London Phase 2 in 2011, and since this time has helped deliver a number of successful planning applications. We have worked closely with the London Borough of Hammersmith and Fulham, TfL and other key stakeholders to develop a sustainable travel strategy which builds on the excellent accessibility of the site and the opportunities available for sustainable travel. Our expert knowledge of the area has led to us taking on the work required to update TfL’s VISSIM model on behalf of TfL for the White City Opportunity Area.
The transport network in White City is both vast and constrained. Vectos developed a sustainable travel strategy which made best use of the network strengths, and at the same time opened up opportunities for travel by different mode types.
The strategy includes work to improve Shepherd’s Bush Overground Station, the potential relocation of White City Bus Station, the introduction of “Boris Bikes” and improvements to public realm to encourage greater levels of walking and cycling; all to improve on the existing 85% sustainable travel mode split.
We undertook detailed traffic modelling work to understand the constraints of the highway network and where potential improvements could be made. This has led to us updating the VISSIM base model on behalf of TfL, providing TfL with a robust and reliable tool to be used in the assessment of all future WCOAPF schemes.
We recently contributed to a successful Section 73 application to amend the retail / leisure floorspace, working to deadlines and playing a key role within a multidisciplinary team.
