Chilmington Green Urban Extension

Project Overview

Chilmington Green will provide around 5,750 new homes arranged in three distinctive neighbourhoods, as well as retail, community, social and recreational facilities. Chilmington Green will boast its own high street, a secondary school, four primary schools, a park and extensive areas of green space. It is expected to provide over 1,000 new jobs for the local area.

A Consortium of house builders submitted an outline planning applicationin August 2012 for the development of an urban extension within Chilmington Green, south-west Ashford, Kent. Following the planning applications submission, LXB commissioned Vectos to address transport planning concerns raised by Ashford Borough Council, Kent County Council and the Highways Agency.

The project received a resolution to grant planning permission, subject to finalising a Section 106 agreement, by Ashford Borough Council’s Planning Committee in October 2014.

Our Approach

Vectos' Supplementary Transport Assessment considered the timing of the delivery of major off-site highway improvement works, in addition to the implementation of site-specific traffic calming measures, bus priority and the procurement of a dedicated bus service. The strategy for development will ensure that Chilmington Green is connected to the centre of Ashford by pedestrian and cycle connections in addition to a dedicated high frequency, high quality bus service.

As well as a comprehensive transport strategy, Vectos provided key transport input into the delivery of a Residential Design Code for the 5,750 proposed dwellings, ensuring a consistent approach to design is adopted. The scheme will sign up to a Quality Charter between the developers at Chilmington Green and Ashford Borough Council. The intention is that these will apply not just to the current developers but to future house-builders working at Chilmington Green.
