Marsh Lane Retail Development

Project Overview

The development includes approximately 15,500 sqm of non-food retail floor space, located adjacent to the existing West Cornwall Shopping Park in Hayle, Cornwall. Debenhams are the anchor store operator with many other high street brands signed up for the other units. The development is viewed by many as an important addition to fashion retailing to West Cornwall and has over 90% public support following extensive consultation.

The site is accessed via Marsh Lane, which connects with the Strategic Road Network at the A30 Loggans Moor roundabout. The ratio of parking spaces to floorspace is roughly twice that of the existing West Cornwall Shopping Park in order to relieve local parking pressure.

Our Approach

Vectos worked with the Highways Agency and Cornwall Council as part of a holistic approach to solving local congestion issues on the County and Strategic highway network. Allowing development to be mitigated and accommodating all of Cornwall Council’s housing requirements up to the end of their plan period, 2030, this move will unlock economic growth in the region.

Household shopping surveys demonstrated that residents of West Cornwall often travel great distances to satisfy their fashion shopping needs and Vectos was successfully able to demonstrate that the majority of development trips were already on the highway network. Traffic reassignment formed a large part of the assessment and Vectos was able to demonstrate a benefit on many parts of the wider highway network, as residents travelled a shorter distance to this development instead of destinations further afield.

Additionally, extensive VISSIM modelling was undertaken to evaluate several design options, which included assessing the benefit of introducing MOVA control and back of queue markers.
