Former Sudbrook Paper Mill
Harrow Estates appointed Vectos to assist in developing a Masterplan to redevelop the former Paper Mill in Sudbrook. The Paper Mill ceased trading in 2006. Harrow Estates bought the site with the intention to redevelop this brownfield site for residential use, bringing a redundant site back into use.
The site is located adjacent to the Wales Coastal Path, a woodland plantation and a Scheduled Ancient Monument. Following promotion of the site through the local plan process, the site has been allocated for residential development in the Monmouthshire LDP.
The redevelopment of the site would provide additional community benefits including affordable homes, a network of public open space, landscaping and biodiversity enhancement.
Vectos provided transportation and highways advice through the planning process, including providing an expert witness at a Public Inquiry.
As the site is located in a reasonably rural location, demonstrating a step change in travel choice and sustainability for future residents was key. We were successfully able to convince the Planning Inspector that, with some improvements to local sustainable transport infrastructure and public transport services, the site was sustainable. Discussions with the local bus operator and the Head Teacher of the local primary school proved invaluable in developing a comprehensive Travel Plan that contained a package of measures to ensure residents have improved travel choice, particularly with respect to journeys made to and from school.
Traffic impact was demonstrated to be minimal despite the presence of a narrow railway bridge with shuttle signals. In particular, the residential development offered betterment over the brownfield use, in terms of HGV movements through nearby villages. Vectos redesigned the alignment of Sudbrook Road to provide better visibility for all users and to reinforce the existing 20 mph zone.
