Barrow Housing Development
The development of 504 housing units on a greenfield site in Lancashire required our advice at two public inquiries.
The scheme required the design of offsite highway improvements on the local bypass and public realm improvements within neighbouring Whalley Town Centre.
The site is adjacent to the railway line and a key consideration was the safety of pedestrians using a footpath crossing of the tracks.
Vectos prepared the Transport Assessment and Travel Plan and designed a package of highway works to mitigate impact and relieve congestion in the area. This required negotiations with Lancashire County Council as highway authority to reach an agreed outcome.
At the Inquiry we also successfully rebutted a case by Network Rail for onerous conditions on the development subject to closure of a footpath crossing of the rail line.
The scheme was granted approval in 2014.
